Consortium Random Pool

Employers who employ CDL drivers are often part of a Drug and Alcohol Testing Random Pool or “Consortium”. Many Motor Carriers of this size do not have the staff to have their own DER or DAPM and hire a Third Party Administrator (or TPA) to run their random testing program. The TPA will combine their drivers with a larger pool of drivers from other Motor Carriers; to form a large pool of drivers. Owner Operators are required to be part of a random drug testing pool. When an Owner Operator joins our consortium or C/TPA Pool; ICUPPSS C/TPA becomes the DER and notifies the owner operator when they have been selected for a random drug test or a drug test and alcohol test. ICUPPSS is a C/TPA for motor carriers across the country, providing background checks, motor vehicle driving records, and drug and alcohol testing services. ICUPPSS drug testing program for owner operators/independent drivers and small fleets is designed to keep drivers in compliance.
